It's a mix of D.C. having a large number of activists, and that most of these have no gainful employment (or are employed as full time activists) so they're able to pack almost every hearing. Someone working a 9-5 can't afford to take off an entire day to wait for hours in a meeting, just to talk for 2 minutes and get ignored by the council. Hell, many council members don't even bother showing up to work.

There might only be a few hundred of these hardcore activist types around, but these same people show up to [i]everything[/i]. They have nothing better to do. Unfortunately, the councilmembers usually cave to them because it's the easy thing to do, especially when the majority of voting constituents don't pay any attention to what goes on.[/quote]

All this. They also often dress in matching shirts and sometimes fly people in to make their number seem even bigger. It's like DSA provides activists to provide cover to the DSA Council, hive mind. [/quote]
