We don't need to blame our problems on some unaccountable bogeyman behind the curtain. Bower and the police department have offered a million proposals, only to see them shot down by the city council. JLG knows her pro-crime policies are wildly unpopular and she's in danger of losing her primary next year, so now her office is pretending the city council is actually powerless when it comes to crime.
