And fare jumping was often a time when people would be picked up on an outstanding warrant or have weapons. Then DC decriminalized and did not even include an enforcement mechanism for civil penalties. And there was no requirement to provide ID or a correct name. We NEVER had shootings and stabbings during rush hour at major hubs like Metro Center and L'E as have happened recently. Those who have the option of driving, will, and those without a car or who can't afford parking, or who can't work remotely, will be the prey. [/quote]
