Commercial landlords are revealing some of these occupants balked at higher rents and on some cases were already behind. [/quote] I doubt theft is the only factor. It's probably also true that to do business in a city, you have to pay higher wages, rents, etc AND turn a profit. This is harder to do when there's also rampant crime. I don't believe the "crime is down!" propaganda. No, if police literally say not to call unless there is an ongoing threat of violence, then people won't call. I work in a high crime area and people don't even bother making police reports when their windows get smashed in, etc. The absence of reports does not equal a reduction in crime. [/quote]
