I live on the Maryland/NW DC border and notice a difference in attitude and behavior between the two areas. People in D.C. speak to each other and seem friendly. People in MD (Bethesda) walk with their heads down or walk past you like you don’t exist. For the record, I live on the Maryland side and am new to the area and disappointed that people are so unfriendly.
We live in area near bethesda and love it. We have many community events and folks say hi when you walk or shop nearby. I find the atmosphere in downtown Bethesda a bit too cold for me too. I still miss the Barnes & Noble and smaller independent stores that are mostly big chains now. However the schools both public and private are excellent. Bethesda has very high education rates and values education. There are also art and other festivals each year where cars get blocked off and people relax more. There are hiking and cycling clubs that go out together on nearby trails such as national crescent, C&O canal, rock creek etc. Also many do the faith communities around Bethesda are very warm and welcoming and there is something for everyone from humanists to many different faith traditions. Good luck finding your people OP
