No. I'm in VA. If you are turning left on green you need to wait for the opposite traffic to turn right on green.

Now, I know of a few intersections where the people turning right stop on green to allow the opposing traffic to turn left in front of them. If I'm behind them (turning right and stopped on green) I do hit the horn. [/quote]

I know the rule. But my point was that the [b]right turning cars never stop[/b] (there are too many of them). Not one single car can turn left during the green light because of it. It backs up the intersection.

I guess I’m not understanding the point of stating the part in bold. Do you expect them to stop?
