You can not stay on a high alert indefinitely. Countries military and intelligence capabilities wax, wane, reflect internal strife and become complacent specially if you are behind a wall. At the start of the Vietnam war the US had very professional highly motivated military by the end of the war it was a shadow of itself.

The internal politics of Israel has created some winners and losers. The winners(1/5 of the Jewish population)are exempt from military service, get paid by the state to study, are the fastest growing segment and scorn others as not being true Israelis. This builds resentment. If certain groups can get out of fighting it cause resentment.
