The story says one issue specific to DC is that our attorney general is elected, not appointed, and that our attorney general refuses to prosecute the vast majority of arrests made by the cops
You or the reporter has missed a nuance, DC has a federally appointed USA who prosecutes adult and some juv crime, judges are also appointed and courts are federally funded. Since 2017, so under 3 different presidential admin appointees, the "no paper" rate has been increasing, topping out at 67%. The constant in that time has been the career prosecutors, there have been several USAs over that span. https://www.cnn.com/2020/09/04/politics/black-prosecutors-dc-gun-cases/index.html Resources are also an issue, attorneys are detailed from other fed agencies to help, many with no criminal prosecution experience. DC also has an elected AG, under the Home Rule Act. He prosecutes, or doesn't, most juvenile crime.
