The bottom line is, in FCPS they are supposed to be learning cursive.
Citation?
I'm not the PP you were quoting, but I searched the FCPS site and saw that cursive is part of the POS for second grade, third grade, and beyond. I know for certain that it is not taught at all in my kids' school in second grade, and I've been told by a third grader's parent that they don't teach it in third grade, but just hand out a workbook at the end of the year for the kids to try over the summer. They claim that they don't have time (but they DID have time to watch a two hour movie in the last week.) What I don't understand is how some schools have time for it and some say they don't?
