Done. There is no rationalization or oh, hell grow out of it. He will do the same crap to younger or smaller kids and think its funny because no one is correcting THIS behavior. OP call the humane society or make a complaint. If its happening outside, its happening inside too. Also, why the heck arent your kids and/or YOU saying something to the kid when you see it happening? I would be yelling at that kid so fast and then knocking on the door to inform the parents.
