Are we allowed to give guideline to teachers
Yes. You can send anything you want, so long as it is not illegal. But that doesn't mean they have to read it or listen to you.
Are high school teachers allowed to give homework?
Yes.
I want to email the principal and the AP, and all my daughter teachers and let them know that I don't want my daughter to be assign homework.
You can send the email, but they don't have to do what you ask them to do.
I will be okay, with them giving a studying for a test, and reading for Fun and extra credit and that is all. NO Test on Monday and no more than one test per day. Will this be possible ?
This is not possible.
She was denied A IEP and 504, because they tested her and she had no need for one, but I believe kids should be kids and they shouldn't be doing homework when they get home and they shouldn't have to do so much work when they get home from school.
It is absolutely okay for you to believe what you believe, but that doesn't mean they have to agree with you. It is also okay for you to make plans to homeschool so that you are in more control, or find a different school setting. But you cannot change the way public school works for you child this much without documented need for 504 or IEP. If that didn't work, then it didn't work.
