You can always appeal and still not pay. Let their agency sue to enforce the debt if they want to. If they did do that, I'd sue locally over the debt incurred due to their lack of staffing [/quote]

Good lord, yes, definitely sue Georgetown over staffing, obviously the lack of chaperones for the drop-off is the ONLY REASON the OP here got a ticket. [/quote]
