This isn't really that strange. It happens everytime the holiday falls on a Tuesday, Wednesday, or Thursday.
Yes but if it falls on Tuesday many people take or companies give Monday off (non-Feds), same goes with Thur-Fri. So the holiday weekend is still apparent. I have family flying in the weekend before, but obviously it could go either way.
Even the Feds have done that in past 4th of Julys. It is the President's call. I've been with the Feds for 17 years and it has happened maybe once.
OK, I've been with the Feds for 15 years and never once has this happened with the 4th. When Christmas falls on a Tuesday, the President typically grants a Federal holiday on Monday and when Christmas falls on a Thursday, the President typically grants Friday, but not once in 15 years have I seen this done with any other holiday. It could very well have been a decision made by your agency and not the President (ergo not every Fed would have benefitted from it), as I have seen that happen with agencies other than mine (e.g., giving off the day after Thanksgiving).
