They steal *wheels* not tires. Depending on vehicle, they cost many thousands of dollars to replace.

Crime stats are unreliable due to structural incentives to under-report. Certain crimes are absolutely up - and up in expensive, formerly "buffered" neighborhoods...[/quote]
