I don’t take phones either but I certainly don’t let them use them during tests. I would notice if kids were checking their phones while taking a test, take the test immediately and enter a note in the gradebook. Sure, there would have to be a reassessment opportunity but I wouldn’t turn a blind eye to phones out while taking a test.
