Carjacking is considered a violent crime but car theft is not. As a result, DC does everything it can to reclassify what most people would understand to be carjackings as auto theft. For example, every one of the stories you hear about where a car gets bumped and then when the people get out to look at the damage the car is forcibly taken is classified as theft and not carjacking, even if force or the threat of force is being used. This helps to keep down the violent crime stats in the city which is why there is no point in paying attention to any stat except the most important one, homicides. It is a lot harder to juke homicides than anything else.[/quote]
