If you can't watch them 24x7, then get some cameras. Document the date and time of when they leave and when they come home. Note if they are loading/unloading the car. Also track if people come to their home, how many, and how long they stay. Repeat this for all of your older neighbors. Then report back to us. PS: please confirm if you're living in an over 55 housing complex or in assisted living.[/quote]
