[/quote] It sounds like you'll need someone who is licensed where you live and has experience working there. Building codes are more standardized than they used to be but there are still significant variations. Particularly if you're in DC you wouldn't want someone who'd never worked in DC before. [/quote] Permits can be applied by both architects and contractors. Layouts can be tweaked as needed. No big deal.[/quote]
