There should not be secret information handed to people in the know. The fact that you think that would be SOP tells me you lack the most basic understanding of how effective governments operate. The idea that "I have been told" because DCUM anonymous posters declared it to be so is...funny.[/quote] Look, I'm no defender of DCPS central office, nor of DGS. But you're blowing this way out of proportion. The modernization schedule is not a secret at all. It's right there in the city budget documents.
