https://wtop.com/education/2023/01/virginia-says-error-led-to-shortage-in-local-school-funding/ Perhaps that’s something the Commonwealth’s AG can investigate.
It was a sales tax computation and happened across the state. This was not a direct targeted effort to remove funding - Tim Kaine attempted to change $ due FCPS Local school divisions doesn't mean geographic-like 200m short for ARL+Fairfax etc. Local is LEA=local education authority. VA funding formula was scheduled to change based on the composite index and Kaine wanted to delay the change. 61m less for FCPS https://www.washingtonpost.com/wp-dyn/content/article/2010/01/10/AR2010011002344.html
Can you repost in English?
The article uses the word local schools - that oesn't mean local or happening to what is in the WTOP area in NOVA. It means statewide the school divisions [called districts in other states] were short in actual funds budgeted based on receiving portions of VA sales tax receipts. Kaine was attempting to delay the funding formula allocations to FCPS, Loudoun, etc so that other divisions would get more money.
