Some people just have that vibe. I have a friend that has been involved in rescue for decades. She has brought home hundreds of dogs. With very few exceptions, once they meet her husband, they all become 'his' dogs. He even has that effect on wildlife. I can't explain it.
This is me. I once rented a room for a few weeks from a guy who had a dog, and he was really annoyed when the dog decided he was *my* dog. I’ll be sitting at someone’s house, and the cat that doesn’t like anyone will find his way into my lap. I could always get the horse that was impossible to catch. OP’s description of the neighbor sounds familiar — I think it’s because I love animals, but I’m quiet and not aggressive about approaching them. I let them come to me, and they do.
Love this quiet and non pushy personality in people. You could be a good friend with my dog and even with me ☺️
