There are many factors that go into moving overseas. The biggest one is that 95% of the world market is outside the U.S. If you want to sell cars to the Chinese, it makes sense to build a factory in China. If you want to sell Coca-Cola to the Indians, build a bottling plant in Mumbai. Considerations that go into plant locations include labor costs, energy costs, supply chain management, transportation costs, available human capital (i.e., are the workers skilled), and yes, to some degree taxes. But it's an ingredient in the decision-making and not a prime motivator. [/quote]
