MCPS teacher here - learning skills don't really follow your kids through elementary school. Most teachers I know rarely give out N's on learning skills unless there are very real concerns. So, I would definitely ask the teacher to elaborate on how your daughter earned the N's and what she needs to do to improve.
+1 I would treat the teacher as an ally who sees an area of need for your child. Your child may have high intelligence but trouble with attention. Perhaps ask in writing for an IEP meeting to discuss as a team the teacher is highlighting. The assistant principal or school counselor could observe the child in class for an additional perspective. Teachers rarely give out Ns. If it was my child, I would have her privately evaluated for ADHD. If a disability such as ADHD is the problem, your child may qualify for supports and services. Learning skills are foundational skills. They are important.
