The party can choose to have a caucus or a primary but can’t change the state laws about who can vote in a primary. Some states do not have party registration. The Democrats allocate delegates proportionally to each candidate that gets 15 percent or more in the state or in a Congressional district. Republicans have winner take all primaries. [/quote]
