If the parents were involved at all, or even just gave a crap, the kids wouldn't be behaving like this in the first place. I also think it's inappropriate to throw this on the school. DCPS has a hard enough time fulfilling its core mission - educating our children. Expecting it to police middle schoolers' manners, after school hours and off school property, seems a bit much.
