Some are nearby libraries that have reciprocity with mine. But I also buy into a couple huge ones.

For what it’s worth, Fairfax’s non-resident fee is $27. Queens (NY) is $50.  Orange County (FL) is a bit more at $125. Queens and Orange County are worth it because their collections are enormous. If you are a big reader, you wind up saving a lot…and you’re supporting libraries!
