I think the publicity of a MCPS employee vs. MCPS employee led MCPS to punish both men. If it was an MCPS employee vs. a member of the public such as a student or parent, MCPS would have circled their wagons around the MCPS employee regardless of if the complaint had merit.

The AD withdrew the complaint therefore the prosecutor dropped charges
 
The fact that the police were there and made several citizen arrests but did not arrest any staff is telling as to what really happened. Because the AD decided he wasn't satisfied with the decision of the police, he took it upon himself to file a complaint on his own.
