This is the problem. If people think there is nothing that can be done, APS won’t know what to do. There is a non-negligoble risk, and there are steps we can take to mitigate exposure before detonation (after early warning systems give warning) or after detonation.[b] I don’t know why no one is giving the public or our instructions (schools, nursing facilities, hospitals) this information for emergency preparedness.[/b]
