In terms of behavior, ask any secondary teacher off the record and they'll tell you that 90% of their energy is spent dealing with 5-10 students who cannot or will not be moved to a more restrictive setting because their admin and/or district doesn't want it to reflect badly on them. Elementary there's usually a small handful of students per grade level who are in the same situation. [/quote]
