Yes blame the county council & executive for the areas controlled by the county. They are approving the development of both multi-family housing and box stores/restaurants. But as you noted it often takes years (sometimes decades) for approved plans to actually come to fruition, so the blame goes back to whomever was running the show when the plans were approved. In some areas governed by towns/cities the blame is more local (Rockville, Takoma Park, Gaithersburg). But it has to be within city limits. Rockville is much smaller than most people realize. It doesn't start until Twinbrook Parkway on 355. Everything south of Twinbrook is county controlled. [/quote]
