I'm familiar with the QRI.   It includes a story retell section where you can record the events of the story the child recalls, but there is no formal way of measuring whether the events were recalled in sequence (unless they have changed the test since I have last used it.)    There is no measure of vocabulary on the QRI as far as I know.   There is a measure of reading comprehension which includes both explicit and implicit questions.

I'm not very familiar with the DRA.   From what i can see online, the test can give results in the following areas:

oral reading accuracy
reading rate
phrasing and observing punctuation
and comprehension (as measured by a stry retell)

I don't see any measure of vocabulary.

So if you are looking to have him show progess in receptive vocabulary and ability to comprehend and retell a story, I think you should ask that the IEP goals be measured only by those subsets of the above tests.  I think you are right that his good decoding might tend to overshadow weakness in the other areas.   And you might look for a further test of vocabulary.
