Some families have sold their kids on their notion that if you can't gain admission to the in-state jewels, then OOS colleges are better. For example, I know one who chose Ole Miss over CNU. Sure Ole Miss has a bigger name nationally due to its sports programs, but there is no way Ole Miss is worth an OOS premium. But for some, familiar college names matter.
Was Ole Miss going to give your friend's kid a lot of scholarship money? Does CNU have the major your friend's kid wanted? And even if they do, what if your friend's kid decided to change majors? Ole Miss is more likely to have it. And yeah--name recognition is important. Go to anywhere in the country, or even out of the country and tell people you went to Ole Miss--they will know what you are talking about. Go anywhere outside of Virginia, or hell even within Virginia, and tell people you went to CNU. They'll tell you they never heard of it.
