Do you deal with the DC government in any day-to-day capacity? With Bowser, everything is transactional. So-called civil servants don't do things because it's their job, they want to know what's in it for them. This attitude starts at the top -- with Bowser herself -- and it permeates the bureaucracy. If you want anything at a policy level from Bowser you better be a big campaign donor; if you want anything from the bureaucracy you better have a stack of gift cards to spread around. [/quote]
