That "must" is based on observed results (number of slots available at the two schools this year and my own kid's and their friend's waitlist numbers). Any kids who got into the Cooper campus would have matched with Basis if they had ranked it higher. And since Basis offered so many more slots, there are kids who ended up matching with Basis even if they ranked Cooper higher.[/quote]
