I know a kid who was a chapter legacy who had recs from like 20 influential people, very wealthy, gorgeous, smart... still got dropped before preference day. I know she had met some of the actives but really didn't go all out to get to know them, and apparently they stuck with their friends. It really does come down to who you know, at least for spring rush. Not sure how it works for fall [b]RUSH[/b] which is more than likely what the OP is talking about.
