I think it's important to understand that there is no quota for "general admission spots" or set number of them in any given year, and no actual requirement that any exist. Usually they do, but they're not a fixed thing -- they're the leftover spots. (I'm glad they usually exist! I just think it's important to understand that they don't exist as a fixed, separate thing.)[/quote]
