The white (male) population of that era benefitted from a strong labor movement as well as entitlements like the GI Bill which made college affordable to many men who would not have been able to attend otherwise. The author's thesis, however, is that as soon as the Civil Rights Act and other non-discriminatory laws were enacted, broad support for government funded social goods began to decline, because people resented benefits going to people who did not look like them.
