[/quote] Agree with this post and also think staff pay is a big part of it. Administrators at these schools make good money. Some of the teachers do alright. Classroom assistants, cafeteria workers, and custodians are probably not going to be able to afford to live anywhere near Capitol Hill and wouldn't do the commute unless the pay was raised significantly.
