And there's no desire by the city to increase its boot squad, because paying for the manpower that's needed would be more expensive than the fines that would be brought in. The solution is to give camera tickets teeth for Maryland and Virginia drivers, so they would not be able to renew their licenses and registrations if they owed DC money. But Bower has failed miserably to do this.[/quote]
