I agree that Frumin knows about the Ward 3 school overcrowding issue the best, but he's clearly pandering to the lunatic Foxhall crowd by saying in his campaign materials that he wants to "rethink" the idea of a new elementary school (i.e., he's not in favor of it) and limit the new high school to 750 students. But all the other candidates basically just say "we need to do something about the overcrowding" and then don't provide any specifics about how that might happen. And that might be a worse form of pandering, because it shows they don't really care about it, it's just a box they're checking in their "how to woo Ward 3 voters" handbook.
I don't think that is pandering at all. 1) advocates from across the city want good schools across the city. Holding seats in a transit hostile location, forcing out of boundary kids to travel more than an hour each way is not a winning solution. 2) There is enough space to right size the campus after opening it. So why not start at a size the campus could handle without too much hassle and see how it goes in a few years? 3) With the new elementary school, Stoddert families do not want to be rezoned to it...it would be a huge hassle. So, while it might appear to be pandering to the local Foxhall community, there are actually sound reasons why this makes sense, and none of it has to do with pandering.
