You don’t need to be a resident of VA. And OP’s point was if you’re going to be driving in VA for a living, then they need to have one.[/quote] Why would someone need to get another EZ-Pass (Flex) when they already have one? When they don't need a Flex for the other 2 jurisdictions in the area and even most of the tolls roads in VA? Do you know how Uber and Lyft work? Their driving can sometimes take them to VA (i.e. drop-off at the airports) and from there they receive pick ups. If an MD driver drops someone off in VA then they can just as easily drive back to MD/DC and start accepting fares. But if they are going to pick up rides in VA, they should have a Flex Pass to make the ride quicker for the driver and passenger. That lets the driver then go on and pick up more fares and make more money.
