If the test is properly normed, then it shouldn't matter whether FCPS uses a percentile cutoff or a raw score cutoff. I don't know the full correspondence scale, but I have one data point from a previous year. My DC got 56/60 (about 93%), which was 98th percentile. If you want the full score report, you have to make a formal request for it.
