It takes significant time (as in years) to turn around a school that is entrenched in apathy at best, corruption at worst. If you're a parent willing to sacrifice even a single year of your young child's education on a questionable school with a track record of underachievement that's your silly choice...at least it ups the lottery prospects for my child at schools with a record of success. The time to "invest" in your local bad school in order to improve it is BEFORE you start having children because turn-around can takes years, not months.[/quote]
