If I remember her OP, she has a small child that they would like to be able to play or be in their front yard with without the fear of a dog harming their child. I have 2 DC and 2 big dogs, BUT I hate when people just assume their dogs will never do anything to harm a child (or anyone for that matter). He should not be walking his dog off leash and that is that. OP - I'm sorry you're dealing with this, but I'm glad it's not my DH. He would have started to roll out of the driveway and tapped the guy or at least called the police immediately.
OP here. Yep the issue is the kid. My DH had Well behaved dog who turned one day on a neighbor kid and the put her down, so I think that shapes his feelings about it. There are a LOT of kids in the neighborhood and a lot of dogs. The leash laws are there so we can all coexist without incident. There are very awesome dog parks nearby. Anyway, dude is crazy and we are kweeping our distance.
