Everyone who wants to go to college can. Every May NACAC puts out a list of all the colleges still accepting applications and there are solid schools on that list, although generally smaller schools. I have no idea if OP's DD is competitive for UMD but she's certainly competitive for other nearby flagships that also give merit aid for OOS students -- Delaware and West VA come to mind. Plus plenty of other MD state schools like St. Mary's. People stress about a very, very small segment of colleges and it's ridiculous.
"Her Stats are 1300 and 4.61 W and 3.97 UW. " She's absolutely competitive to UMD! All she has to do is work on the SAT (or take the ACT). Plenty of time between now and next October to do that.
Yes, she definitely is but some schools seem really unpredictable. Absolutely work on SAT/ACT prep but also spend time finding less competitive schools that you might love. Then, you have options. A kid with these stats seems to often apply to UMD as a safety and then a bunch of very highly selective (aka highly rejective) schools test optional and then surprised to have only UMD as a choice. UMD is great but a wave of rejections and the feeling like you aren't make a final decision can be depressing.
