I’m going to go out on a limb and recommend Bakeshop in Arlington. They’re $3.25 a piece and if you buy 5 you get one free so they’re well within your budget. If you’re willing to drive to PG County it might not be too much more inconvenient to hop on 395 and head to VA?
I love the cupcakes here!
I live in Arlington and have young kids. I will go on a limb and say that even though I regularly purchase Bakeshop for my own parties because kids love them, Bakeshop and Pastries by Randolph cupcakes are no better than the Cherrydale Safeway. I am a loyal Harris Teeter shopper but every time I have ever liked a cake or cupcake enough to ask the host where it is from - the answer is Cherrydale Safeway. If you want to impress on a budget similar to Bakeshop, I propose mini bundts from Anything Bundt Cake.
