I'm convinced that FB and IG sometimes put non-friends who you look at in one another's "people you might know" lists. I had a creepy co-worker once who was always pressuring me for various details about my life -- the kind of person who I suspected might indulge in online sleuthing about me, in other words -- and despite having no friends in common he was constantly popping up as a "person you might know."
Yup, they do.
This is true but hard to pin down. If you work with someone, they also might be popping up in "person you might know" if FB/IG has figured out where you both work (which they probably have, even if you didn't tell them!). It's also possible he was stalking you online, especially if he was also inappropriate IRL. But I think the theory that if someone with whom you don't have mutual friends pops up in your "person you may know" list, it automatically means they are looking you up is deeply flawed. These apps are collecting all kinds of info on you. Unless they are a total stranger (which a coworker is not) there are lots of ways they can wind up on that list.
