[/quote] Yes, I think that's a huge factor as to why they can't recruit because it limits the pool of teachers to the DMV area since they might have to switch to a classroom suddenly. If they just created actual VLP teacher positions - and not 42 of them - and then advertised those nation wide or even just state wide, then yes, I think they would fill the positions. [/quote]
