I think Uniqlo has pretty nice inexpensive basics. Everlane too, but not at Old Navy prices.
I second Uniqlo. There stuff is more "basic" than Old Navy, which tends to carry more trendy items. But that's sort of the whole problem with Old Navy -- they will rip off trendy patterns, colors, styles and produce them quick and cheap, and then it will fall apart and look dated in a very short amount of time. If you do buy from Old Navy (or anywhere) pay attention to fabric content. Look for natural fibers or natural fiber blends. Anything that's 100% poly is probably not worth it, and will be hard to clean and keep looking nice. I have found cute sweaters and jeans at Uniqlo, and a few pairs of slim stretch pants (not leggings, but like heavier weight "pixie" pants meant to fit close to the body but with a bit of structure) at Old Navy. I have also found sports bras at ON that worked out pretty well. Both stores are great for kids clothes, especially if you shop during sales.
