[/quote] Local areas of heavy rain is weather not climate. On average, the area did not get significant rain. Previous engineering solutions to drainage was to simply channel to somewhere else. That never worked at scale. More modern solutions focus on capturing the water and holding it for slow release. Permeable asphalt and catch basins are the future solutions that will be slow to implement but better in the long term. Everyone dumping their gutters into the street does not scale.[/quote]
